本科生国家奖学金评选实施方案
本科生国家奖学金评选实施方案根据我校《关于做好国家奖学金评审工作的通知》、按照《西安石油大学家庭经济困难学生资助办法》和《西安石油大学国家助学奖学金实施细则》中的要求，特制定本实施办法：
一、组织机构
机械工程学院成立国家奖学金评选工作领导小组（以下简称院领导小组），负责本学院国家奖学金工作的实施。
组 长：彭勇
副组长：余小勇、陈子恒
成 员： 彭勇、余小勇、陈子恒、刘战锋、王金刚、鲍泽富、张光伟、石少虎。
二、奖励对象、标准及名额分配
1.为进一步规范我省国家奖学金评审，充分发挥国家奖学金的激励作用，省教育厅要求初评拟获国家奖学金人选材料时，应按照省教育厅下达给人数计划的1:1.2倍上报学生材料，教育厅将进行差额评审。国家奖学金用于奖励二年级以上（含二年级）本科生中品学兼优的.学生，标准为8000元/人・年。
2.根据学校文件规定，机械工程学院今年可评定5名、参评1名，合计共6名同学
三、申请条件
根据我校《关于做好20国家奖学金评审工作的通知》、按照《西安石油大学家庭经济困难学生资助办法》和《西安石油大学国家助学奖学金实施细则》中的要求国家奖学金评选基本申请条件为：
1.热爱社会主义祖国，拥护中国共产党的领导；
2.遵守宪法和法律，遵守高等学校规章制度；
3.诚实守信，道德品质优良；
4.学习成绩优异，2012--成绩绩点为3.8以上（含3.8），或者专业前两名。
有以下情节之一者取消该生国家奖学金参评资格：
1.在学期间有违法犯罪行为，受到刑事、行政处罚者；
2.在学期间有违纪现象，受纪律处分者；
3.提交申请资料有弄虚作假行为。
三、工作程序
1、个人申请
凡符合评选条件者，提交申请书及相关材料。
2、评选小组初选
院领导小组进行审核并综合测评，择优确定初选名单。并同时在学院网站进行公示。
3、确定评选结果
对评选通过的学生公示无异议后评选小组推荐参加校级国家奖学金评选，对有异议的进行审核处理，修改汇总结果并上报最终结果。

国家励志奖学金评选办法
第一是家庭经济困难的`学生，第二品学兼优，第三有意向的同学于本月25前递交申请书，逾期不予处理。
为激励我院家庭经济困难学生勤奋学习，努力进取，在德、智、体、美等方面得到全面发展，根据《江苏省普通高校国家励志奖学金管理实施细则（暂行）》以及苏教助函〔20xx〕35号《关于20xx年国家奖学金国家励志奖学金国家助学金评审工作的通知》精神，结合我院实际，特制订本办法。
一、奖励对象、标准
1、奖励对象：我院在校二年级以上（含二年级）全日制本科学生中品学兼优的家庭经济困难学生。
2、奖励标准：国家励志奖学金的奖励标准为每生5000元。
二、评选条件
申请国家励志奖学金的学生应当符合下列基本条件：
1、热爱社会主义祖国，拥护中国共产党的领导；
2、遵守宪法和法律，遵守学校规章制度，无违纪处分；
3、诚实守信，道德品质优良，德育评价等级为优；
4、在校期间学习成绩优秀，20xx―20xx学年智育测评应为同年级本专业前30%，或平均学分绩点达2.5以上（含2.5）。
5、家庭经济困难，生活俭朴，为学院20xx年认定的家庭经济困难学生。
三、评审程序及要求
1、学生根据本办法规定的国家励志奖学金基本申请条件及其他有关规定，向辅导员提出申请，并递交《国家励志奖学金申请审批表》（见附表2）。辅导员对申请的学生进行初审，并在专业内公示2个工作日，公示无异议后报院学生资助管理中心。
2、院学生资助管理中心负责组织评审，提出当年院国家励志奖学金获奖学生建议名单，报学院领导集体研究通过后，在院内进行不少于5个工作日的公示。公示无异议后，报省教育厅。
3、国家励志奖学金的评审坚持公开、公平、公正、择优的原则。
4、国家励志奖学金按学年申请和评审。院学生资助管理中心根据上级主管部门分配的名额和预算指标，结合辅导员所带学生人数、成绩情况及家庭经济困难学生人数等因素综合考虑，确定名额比例。
5、同一学年内，申请国家励志奖学金的学生可以同时申请并获得国家助学金，但不能同时获得国家奖学金。
四、奖学金发放、管理与监督
1、我院上报的国家励志奖学金候选名单经教育厅终审通过后，学院将国家励志奖学金一次性发放给获奖学生。
2、辅导员应对国家励志奖学金获得者的资金使用情况进行管理与监督，确保奖金的合理使用。
3、国家励志奖学金的评选必须坚持公平、公正、公开、择优的原则，实事求是，严格遵循评选标准，坚决防止不正之风，杜绝弄虚作假的行为。凡属弄虚作假或采取不正当手段获得国家励志奖学金者，一经发现即追缴所获得的国家励志奖学金，并追究有关人员责任。
五、本办法自发布之日起实施，由院学生资助管理中心责解释。
