促进经济向低碳排放模式转型，既是各国在应对气候变化问题上取得的共识，也是新一轮国际经济竞争的主要着力点。在低碳经济的竞争中，中国长期处于落后地位。难道中国竟然可以在短时间内创造奇迹，变成低碳经济赛场上的“牙买加飞人”博尔特？这种奇迹真的发生了吗？事实恐怕并非如此。

proposals 提议，建议

in advance 预先，提前

建议信写作建议

首先，要表达你一直关注着某件事情，这件事情给你带来了那些好处，同时针对不足，你想给出一些建议。 (这样第一段基本上就完成了)
