Traffic safety is everybody's business. Records show that every year a lot of people die in traffic accidents. Some of the accidents are due to mechanical problems.
However, most of them are the results of careless and reckless driving, and could be avoided. A lot of people disregard traffic signals and rules. They drive regardless of speed limits, run through red lights, drive in the wrong direction, talk and laugh while driving, and turn as they wish without giving signals.

随着我国城市化进程的加快，城市迅速膨胀，城市交通、空间、人口、能源和环境的矛盾也日益尖锐。尤其是随着经济迅速发展，市民出行次数增加，私人小汽车增加，出行范围扩大等原因，城市交通拥堵问题变得十分尖锐。
在与出租车司机等的交谈中我们听到了这样一段“的字歌”，可以从一个侧面反映出目前北京交通中存在的很多问题。“的字歌”：
道路是怪异的，环线是很多的，进去是不易的，出来是很难的
改造是经常的，花钱是很多的，收效是细微的，堵车是必然的
警察是很忙的，眼睛是很尖的，隐藏是巧妙的，出现是突然的
态度是严正的，拦你是没说的，罚款是必须的，其它是不管的
司机是猛增的，感觉是良好的，脾气是火爆的，技术是很潮的
见缝是要钻的，别人是不管的，限速是不理的，出事是必然的
官车是牛气的，警笛是嘹亮的，道路是独享的，别人是靠边的
警车是醒目的，公务是繁多的，堵车是不怕的，违章是带头的
公交是勤劳的，车站是不进的，起步是很猛的，行驶是很慢的
大货是英勇的，多快都敢开的，快行是必上的，翻车是活该的
出租是敬业的，行驶是规矩的，停车是突然的，我们是理解的
私车是激增的，好坏是都有的，开着是舒服的，出事是心疼的
我们可以从上面的这首歌谣中简单地总结出北京交通的现状：
1.道路设计不合理，尤其是环线交通体系存在很大的问题；
2.道路改造和修建对缓解交通拥堵的作用有限；
3.管理方式单一，达不到交通管理的目的；
4.私家车数量增加迅速，司机的个人驾驶技术不高(尤其是新手上路)；
5.公众的交通意识薄弱，没有养成遵守交通规则的习惯；
6.对公交系统的管理不够完善。
以上这六点只是北京交通中存在问题的一部分，在此之外还存在着比如公交系统缺乏管理、非交通占道、交通管理职能作用发挥不够等问题。这些使得尽管我们采取了很多改善交通状况的措施，但是效果并不明显。所以，针对其中最为关键的交通拥堵问题我们进行了详细的分析，并有针对性地提出了几点解决的办法。

2、交通拥堵的危害
交通拥堵之所以成为城市的公害，不仅在于它影响城市正常社会秩序，而且还引发城市环境质量的持续恶化。就能源消耗以及城市道路交通设施的有效利用而言，交通拥堵无疑导致资源的严重浪费。
交通拥堵对社会生活的影响首先是出行时间和费用（出行成本）的消耗增加。其次，出行成本的增大，可能会抑制出行，致使城市人口生活质量的下降。
交通拥堵对公共交通的影响也是十分严重的。私人小汽车更多地投入使用必然增加道路拥堵，由此殃及公共交通的运营效率. 北京曾经作过调查和测算,公共汽车平均运营速度每下降1公里/小时,相当于损失200部公共汽车的运力。若要维持运力水平不变,就意味着要多投入200部车辆。除了购车费用开支之外，还要相应增加车辆保养设施及停车场地建设费用，运营成本也会相应增加。经济学家茅于轼先生估计北京汽车拥堵导致的`损失每年约60亿元。
交通拥堵还会引起客货运输的成本增加，从而导致生产力降低；另一方面，城市交通拥堵将危及城市中心区的地位，促使城市的经济活动向外转移（人口及就业岗位向城市郊区的转移），经济规模效应受到破坏。由此可见，交通拥堵是由经济增长引发的经济活动增加所致，适度的交通拥堵是维持城市正常生活所不可少的“伴生物”，而过度的交通拥堵则又必然损害城市的社会生活秩序，阻滞社会经济的发展，这也许就是交通
交通拥堵对城市环境质量的危害是另一个不可忽视的问题。各类机动车排放的尾气是大气中CO、CO2、挥发性有机物、氮氧化物、臭氧以及可吸入颗粒物的主要来源。交通拥堵会导致尾气污染的加重。此外，交通拥堵还会使噪声污染变得更为严重。
随着城市化进程的加快，对城市道路和交通会产生更大的需求。然而这种不断增长的需求超过道路的供应时就会产生交通的拥挤和堵塞问题。交通拥堵问题已经成为城市化进程中迫切需要解决的问题之一。因此，对交通拥堵的分析及对策具有现实意义。
3、造成交通拥堵的主要原因
3.1交通供给与交通需求严重失衡
当今北京汽车保有量如井喷之势与日俱增，而道路建设方面虽然也卓有成效，但在汽车数量巨大的增长下，也显得有些微不足道。北京人均道路面积占有率很低。面对如此巨大的交通压力，一味的增加投入修建、展宽道路，增加交通设施，来满足不断增长的交通需求，其结果往往反而大大刺激交通需求的迅速增长，交通情况不但不会有所好转，反而会使交通状况越来越恶劣。如此，便会形成一个恶性循环。而现在的北京正在这个循环的起点，北京未来的交通状况如何，完全掌握在政府的决策上。交通供给是有限的，而需求则是相对无限的，如何解决这个矛盾，是政府需要下大功夫去解决的。这里还有一个不完全的数字，在北京还有200万人没有买车，但已经考取驾照，这潜在的200万交通需求，如果变成实际的增长，北京的交通将会更加雪上加霜。而随着时间的推移，这一群体还会逐年增加。

3.2城市道路布局不合理
目前，北京的城市结构依然是在旧城棋盘式街道的基础上发展起来的。尽管北京已经建成了六环快速环路和若干条高速公路放射线，并且打通了平安、两广两条东西大动
直接影响了交通的顺畅程度。而在环路上，也存在着一些“先天”的不足，环路与其它城市主干线、联络线的出入口设施不够匹配, 立交间距过密，致使在立交出入口以及匝道极易出现交通拥堵。另一方面，北京的绝大多数公共设施、商业网点都集中在城区内，给已经不堪重负的城内交通更加重了负担。就拿最典型的商业区西单举例，由南向北进入西单，车道从双方向8条骤减为4条，并且这里公交线路密集，有20多条公交线路从此通过，再加上其他社会车辆、出租车、私家车及自行车、行人穿梭其间，使得这里成为了名副其实的“步行街”。我曾在这里看到过连续10多辆新型三门无轨电车排长队的壮观景象，可见这里的交通状况是多么恶劣。而在各个新城通向城区的主要联络线上，每天都在上演着潮涨潮落的周期性拥堵。
3.3交通结构发展失衡
据有关部门对北京居民出行调查的结果，地铁和公交车的分担率只有29%，自行车占32%，其余的近40%为私家车、公务车和出租车。而在80年代初，公交的分担率则是70%，近些年来，公共交通的吸引力在下降已经是不争的事实。公共交通作为一种大众化的交通工具，其使用效率是小汽车的10～15倍，它容量大，载客多，能最大限度提高道路使用率。北京作为世界级的特大城市，公共交通(含轨道交通)的比例至少要达到60%以上，而我们目前只有30%左右，为使交通资源得到合理的利用，必须采取限制私人小轿车的发展，鼓励公交发展的政策和公交优先的措施，实现最佳的综合社会效益。
3.4交通管理水平与市民守法意识落后
目前北京市的交通管理水平与世界大城市相比还有很大的差距，路网的通行能力还没有被完全释放出来，在环路上经常是正向行驶的车辆爆堵，反向车道则一路畅通；遇到没有交警职守的路口通行状况比较混乱，而有交警的路口情况则好得多。另外，通过对信号灯加以控制，将其从时序上进行有机的结合，也可以很大的提高道路通行能力。在国外主要干道上，一辆车通过一组信号灯，可以全部以绿灯通过，不用停车等待红灯，这就是“绿波效应”，而这种效应在北京市却是难得一见的。另外，市民的守法意识差也是出现交通拥堵的一大原因，经常可以在路口看到“迫不及待”过马路的行人和非机动车，不按信号灯指示要求横过马路；而在机动车道上，也经常发生车辆强行并线、违规抢行的行为，这种行为严重威胁了道路的通畅，在高峰时期，超过六成的拥堵是由于行人或机动车不遵守交通法规所引起的。

关于大连城市交通问题调查报告 21世纪，作为人类社会经济活动主要载体的城市，如何面向新世纪，更好地成为带动所在区域走向现代化的火车头，已成为我国许多城市的决策者们和普通居民关注的一个热点问题。虽然城市不同，其存在的问题、面临的任务和追求的目标亦不相同，但对于城市交通人们却不得不给予足够的重视。
据专家预计，在未来几十年内，以小汽车为背景的城市交通问题将有一个大发展，并成为城市问题的第一号难题。大连处于二线城市的前沿，城市交通问题尤为严重。
本次调查的问题涉及大学生目前对大连交通问题的见解，大连交通问题是一直困扰居民日常活动的一道难题，也是当前我国城市交通主要问题。
（一）交通流量增长迅速，道路设施建设带后。
改革开放以来，特别是进入90年代，我国高速度的经济增长刺激了城市交通的大发展。从1985年到1995年，机动车的年增长率达12％—14％，个别城市甚至达到30％。据估计，北京市机动车增长率为15％，小汽车增长率达到42％。大连市民用机动车近增长9倍。上海市中心区交通量的年平均增长率为8％左右。
与此同时，各大城市虽加大了城市道路基础设施的投资力度，基础设施能力有了很大的提高，但道路建设仍然滞后于日益增长的交通需求。1980年全国城市道路总长2.95万公里，1995年达到13.03万公里，万人拥有的道路长度由3.3公里上升7.0公里，人均面积由2.8平方米上升到7.3平方米，到又上升到7.5平方米。但北京、上海分别仅为5.6、4.5平方米。尽管如此，与国外城市相比，反映道路拥有水平的人均长度和面积指标仍然偏低。不仅低于发达国家同类城市的20平方米，也低于中等发达国家的10平方米水平。特大城市道路年增长率为2—9％，而机动车增长率普遍在15％以上。
（二）公共交通发展缓慢，个体交通增长过猛。
由于道路拥挤，常规公共交通运营速度下降，公共交通服务水平和承担的客运比例也不断下降。这使部分公交乘客转向其他交通方式，导致大部分城市的出行以自行车为主，交通结构个体化的趋势越来越明显。一方面各种车辆大幅度增长，另一方面公共交通增长却相对慢得多。1978年到1993年全国机动车数由186万辆增加到2490万辆，15年增加了12.44倍，差不多同期北京市的机动车也增加了10.5倍，其中私人汽车从无到有，从1987年的3490辆增加到1995年的60000辆，8年增加16倍，年平均增长率42.5％。而同期公共汽车仅由2.58万辆增加到10.85万辆，增加3.2倍。目前，我国大、中城市公交出行的比例只占出行总量的17.2％和10.11％。因公交出行比例相对减少，个体交通工具出行量大增，造成道路利用率进一步降低，城市交通拥阻加剧，如此形成恶性循环。至1994年底，我国大城市自行车出行比例大体保持在50％左右。有些特大城市已超过60％。我国拥有4亿辆自行车，其中1.8亿集中在城市，年增长率继续保持在10％左右；摩托车同样在发展，特别是在沿海发达地区和部分内地城市增长迅速，有的达到50％——100％的年增长率。
当然除了这一系列令人矛盾的数据增长之外我们国家政策中也正在积极的改善和面对这一问题。
（一）各级政府认真落实中央的“公交优先发展战略”，有力的促进了城市公交的发展
北京市于出台了《关于优先发展公共交通的意见》，确定了“两定、四优先、三步走”的发展思路。“两定”即确定发展公共交通在城市发展中的重要战略地位，确定公共交通的社会公益性定位；“四优先”即公共交通设施用地优先、投资安排优先、路权分配优先、财税扶持优先；“三步走”——第一步，就低统一票制票价，优化提升地面公交系统；第二步，加快轨道交通建设，实行全网低票价政策；第三步，对郊区公共客运进行改革，加快构建农村公共交通系统。江苏省人民政府办公厅于209月颁布了《省政府办公厅关于优先发展城市公共交通的实施意见》，针对全省公共交通的资金来源、用地保障、市场监管等重大问题制定了保障措施，提出了公交场站与新建小区、开发区、大型活动场所“四同步”（同步设计、同步建设、同步竣工、同步交付使用）规定。
（二）城市公交发展的硬件环境得到改善，服务能力不断提高近年来，各级政府加大了对城市公共交通的投资力度，2006年全国城市公交系统投资达604亿元，比增长了68%，见图1。
根据《城市、县城和村镇建设统计公报》可知，20末，我国城市拥有公共交通车辆37.9万标台，其中轨道交通车辆8636
标台。每万人拥有公共交通车辆10.23标台。出租车95.9万辆，客运轮渡758艘,公共汽车、电车线网总长度14.37万公里，比末增长50.00％。城市公共交通全年运送乘客769.8亿人次，其中公共汽电车532.6亿人次，占69.2%；轨道交通22.1亿人次，占2.9%；出租汽车212.5亿人次，占27.6%；客运轮渡2.6亿人次，占0.3%
全国200多个城市陆续开设公交专用道3216公里。北京、杭州、常州、济南已开通巴士快速交通专用道（BRT），成都、天津、沈阳等10多个城市正在建设巴士快速交通。此外，公交无障碍设施建设逐步加快，大大方便了残疾人等弱势群体的乘车需求。
2007年城市完成市政公用设施固定资产投资6422亿元，占同期全社会固定资产投资总额的4.68%，占同期城镇固定资产投资总额的5.47%。其中公共交通分别占城市市政公用设施总投资的13.3%。
～，全国各城市仅在公交场站建设方面投资就多达4000多亿元。先后建成了深圳罗湖综合交通枢纽、北京市动物园、六里桥等综合客运枢纽，体现了零距离换乘、综合运输的思想。很多城市还设置了港湾式公交站台和公交信号优先系统，公共交通的运营效率和服务质量得到显著提高，方便了市民出行。
2007年底，中国内地已经有北京、上海、天津、广州、长春、大连、武汉、深圳、重庆、南京等10个城市开通轨道交通线路总计达30条（含有轨电车和磁悬浮线路），通车总里程729公里（含磁悬浮）。预计“十一五”期间全国将会建设1500公里左右轨道交通，总投资额在4000-5000亿左右。
随着硬件环境的改善，公交的服务能力不断提高，服务质量不断提升。近年来，各地公交企业先后开展了以“星级服务”为主的等级服务评定制度，制定了具体的考核标准和社会监督制度，形成了有效的激励机制。“无人售票制”和公交IC卡迅速普及，长三角地区部分城市还实现了公交IC卡的异地联网互通。GPS、GIS等智能化公交营运管理技术广泛应用，公交车速和安全性显著改善，很多城市开通了社区巴士，在城市支路上开通公交线路，扩大了公交线网的覆盖面，方便了群众出行。2007年，北京市地面公交日均客运量达到1148万人次，较上年增长17%；公交出行比例达到34.5%，较上年提高了4.5%。同时，地面公交平均运营速度15.2公里/小时，比20提高了8.6%。
一系列的改革措施虽然有效的缓解了城市交通问题但是仍然有许多地方还不能令人满意，因此关于调查后的意见分析也有一二可取之处。
例如尽快建立一个交通一体化管理机构。 城市交通问题涉及面广、综合性强、协调性大，国外许多大城市都相继成立了市一级的类似“交通委员会”的权威性机构，统管全市、建设、运营和管理，以便能够把握城市全局，进行综合决策和目标控制。但中国城市交通的体制和机构设置从中央到地方却缺乏综合协调的机制，而是设置若干平行单位分管城市交通的不同方面：建设部门管理城市交通的规划和建设，公安部门负责对道路上的交通流进行管理，真正的交通部门却只管城外交通，而对城市交通基本不管。这样不仅会造成内容重叠，任务重复，工作效率低下；也易形成都不管的“空白区”（如城郊结

随着城市的发展，私家车变得越来越平常。随着小汽车的增多，道路越来越拥挤。很多的地方都会经常发生交通事故。
调查时间：20xx年八月
调查对象：路人、朋友、车辆
采用方法：对朋友们进行问卷调查，观察路人和车辆的闯红灯情况。
我选择了一个上班的高峰期来进行调查，时间为是8月的一个早上7点30分。当我来到这十字路口时，信号灯由绿变红，可这时，一位行人却骑着电瓶车从斑马线的这一头飞快奔向另一头，他以自己的生命为赌注能够安然通过这条马路。可谁又能准确预测呢，我们不能拿生命开玩笑！
十中的门口有个斑马线，这条线每天都有很多学生走过，每天在很多学生上学放学时，遇到红灯，那些小汽车往往会停下来，只有那些摩托车等等，拼命着找空间挤过去。但是当我们在上课时，这个红绿灯就完全成了摆设，无人会听从与它，照闯不误。我们的老师也很在意，但终究没有办法。。。。。。
在中国，红绿灯的作用不会太明显，往往那些红绿灯上的监控器才有作用，每个人都不想被罚钱！车辆、行人闯红灯都是我们不愿意看到的，因为我们很怕会有交通事故发生。通过这次观察，我们可以发现，交通事故大都是因为闯红灯而发生的。在我们的身边中呢？我们的亲人、朋友又会不会闯红灯呢？于是，我开始进行问卷调查活动。
我一共调查了7个人。其中大约有28.6%的人没有闯过红灯，大约有71.4%的人偶尔闯红灯。并且每一个人都意识到闯红灯的危害了。有一个人的回答令我很难忘——闯红灯时，某个路口也许正是绿灯，这样盲目地闯，很容易给自己带来终生的遗憾。是啊，每一次侥幸的心理都会成为下一次闯红灯的动力，但只要一不小心，就会终生遗憾。
通过这次调查，我发现，我们的身边处处都有交通事故的身影，只要你不小心触碰到了它，必定会引发一场所有人都不愿意看到的情景。希望所有人，无论是行人，还是驾驶员、司机都要克制自己要闯红灯的心理。也许，这一次没有发生交通事故，下一次就不一定了。也许，你很赶时间，可是，比起上课、上班迟到几分钟，可贵的生命更为重要。
