在近日召开的企业人才测评研讨会上,中国管理资讯网总经理寇家伦先生表示:制约中国人才测评行业发展的瓶颈有两点:其一、国内缺乏专业人才测评技术人员。由于中国人才测评领域的研究起步比较晚,国内专业学科建设相对滞后。而国内测评行业近年发展迅速,与专业技术人员的短缺产生供需矛盾。其二、我国还缺少具有自主知识产权的测评工具。主要是国内的心理学家大部分都在搞基础心理学研究,对于应用心理学的关注比较少,所以也形成了制约测评行业发展的主要因素。
由上可以看出,归根结底是人才问题在制约测评行业的发展。国家人事部〔2001〕65号文件“关于印发《国家公务员录用面试暂行办法》和《国务院工作部门面试考官资格管理暂行细则》的通知”对于测评师(考官)应具备的基本条件进行了规定。但由于技术等诸多因素的限制,专业人才测评师的培训工作进展一直不利。目前有些培训机构开展测评师培训工作的动机不纯,利用金子招牌通过培训来推销自己的测评软件。
据悉,中国人力资源开发研究会早在便开始酝酿系统的人才测评师培训工作,中国人力资源开发研究会推出了《人才测评师证书》培训课程,该套课程从企业人力资源的'实际工作出发,结合世界先进企业人才测评的尖端技术,整合了一整套专业的人才测评培训课程,已经培训了包括IBM、通用等知名企业在内的500多名学员。
